Joint Agreement with the State for Licensing and Monitoring

Cherokee Nation

Demographic Information:
The Cherokee Nation is in Northeast Oklahoma and covers more than 9,000 square miles. The child care service area includes both urban and rural areas in 14 counties.

Type of Program:
The Cherokee Nation Tribal Child Care Program operates a certificate program that serves over 2,000 children in tribally operated centers, contracted centers, contracted family child care homes, in-home care settings and Head Start extended day programs.

Effective Program Strategy:
The Cherokee Nation collaborates with the state of Oklahoma to share the responsibilities for licensing and monitoring the centers and family child care homes that receive Tribal CCDF funding and to accept each other's visits for our program records. The State provides training to tribal licensing case workers and supervisors. Joint meetings are held with direct service and supervisory staff from both the state of Oklahoma and Cherokee Nation CCDF Programs.

Resources:
Tribal and State CCDF resources are used.

Results:
Services and information are better coordinated. The Tribe provides visits to 100 or more providers monthly.

Lessons Learned:
It takes time to develop a joint State/Tribal agreement. Patience, commitment, and mutual respect are necessary by both partners in achieving this goal. With patience it can be accomplished.
